Meaning
When we measure, we start at 0 and may use any numbers (like one third, or 2.5, or seventy).
When we count, we use only whole numbers, and as we point to the objects, the first number we say is 1.
The counting numbers are the numbers used in counting: 1, 2, 3, 4...
